SVGFETurbulenceElement: baseFrequencyY property

This feature is well established and works across many devices and browser versions. It’s been available across browsers since July 2015.

The baseFrequencyY read-only property of the SVGFETurbulenceElement interface reflects the Y component of the baseFrequency attribute of the given <feTurbulence> element.
